Abstract

Financial local incentives are a common feature present in the five counties (Santarem, Ananindeua, Belem, Barcarena, Maraba) in the State of Para. These incentives favor the spontaneous clustering of industries in the same geographic area. They tend to be classified as clusters because they need to become more mature and consolidated to be considered industrial districts. The review showed that there is no current legislation to regulate their design, installation, and organization; however, there is an abundant production of related legal instruments. The example adopted was the Industrial District of Icoaraci (Belem), which has not adopted the social and environmental benefits of its implementation.

    Graduação em Geologia pela Universidade Federal do Pará (1998), especialização em Gestão Normativa de Recursos Hídricos pela Universidade Federal da Paraíba (2007), mestrado em Geotecnia pela Escola de Engenharia de São Carlos da Universidade de São Paulo (2000) e doutorado em Desenvolvimento Socioambiental pelo Núcleo de Altos Estudos Amazônicos da Universidade Federal do Pará (2007), com ênfase em análise espacial de bacias hidrográficas. Atualmente é Professora da Universidade Federal do Pará. Tendo atuado como professora da Universidade do Estado do Pará e do Centro Universitário do Pará; e como técnica em recursos hídricos e Coordenadora de Informação e Planejamento Hídrico na Secretaria de Estado de Meio Ambiente. Tem experiência na área de Geociências, com ênfase em Geologia Ambiental, atuando principalmente nos seguintes temas: recursos hídricos, geomorfologia ambiental, gestão ambiental, sistema de informações geográficas e geotecnia.
