Floodable parks and green infrastructure: pathways for urban renewal and quality of life in Rio do Sul

Abstract

The study analyzes the potential for restructuring low-lying areas in Rio do Sul (Brazil), focusing on the Taboão neighborhood, which is highly affected by recurrent flooding. The research adopts a mixed-methods approach, integrating GIS-based spatial analysis, BIM modeling, Civil Defense data, and community interviews. Results show that the neighborhood developed over a former floodplain, where soil sealing and vegetation loss have intensified hydrological and social vulnerability. The absence of permanent preservation areas and a zoning plan inconsistent with environmental conditions highlight the need for urban planning revision. The proposal of a floodable park as a nature-based solution aims to retain stormwater, restore ecological functions, and improve quality of life. The study demonstrates the potential of green infrastructure as a tool linking risk management, urban planning, and sustainability.
