Abstract

Aware of the environmental/water crisis we are experiencing, researching the environmental dimension of the Master Plan related to water is important for advancing the management of water resources and for implementing public policies. Therefore, by explaining and deepening the guidelines and strategies of the Campos dos Goytacazes Master Plan, we emphasize the Municipal Law that allows us to focus and correlate several aspects that permeate water management, considering the hydrographic basins, the right of access to water and urban planning. In this sense, it is urgent to analyze the city's planning in a participatory and sustainable perspective that highlights the management of water in the Watershed Committee and the Environment and Sanitation Council, seeking to understand their functions, actions, interactions and their organizational apparatus, as well as demonstrate the relevance of active participation in such essential issues from the individual to the collective sphere.
