Comparative evaluation between the national solid waste policy and the municipal waste policy of the city of Campos dos Goytacazes

The creation of the National Solid Waste Policy, Law No. 12,305/2010, is a milestone for the establishment of guidelines in the waste management due to the complexity of the Brazilian state, that has more than 5,570 municipalities, with 70 regions and 76 medium-sized cities, i.e., with more than 100 thousand inhabitants. This legislation aims to adapt the policy of financial resources to implement and make feasible the waste management throughout the national territory. By the above data, the process of integrated management and consortium of municipalities is fundamental for the success of the National Solid Waste Policy. This Federal Law establishes requirements either for municipalities to have access to Union resources, or the ones controlled by it, intended for enterprises and services related to urban cleaning and solid waste management; or for incentives or financing from federal credit agencies or yet support for this purpose, for example, construction of landfills. The executive power of the municipality of Campos dos Goytacazes sanctioned the Law No. 8,322 (2011), seeking to initiate adjustments to federal legislation which establishes the Municipal Solid Waste Policy. And for a successful public policy, three requirements are fundamental: adequate legislation, public fund of resources and technical staff for management (QUINTO JR., 2003). The objective of this article is to make a comparative analysis between the national policy published in 2010 and the municipal policy of Campos dos Goytacazes, published in 2011.Downloads
