National solid waste policy: challenges and opportunities in sustainable management in Guaratuba-PR

Abstract

This article analyzes solid waste management in Brazil under the National Solid Waste Policy (PNRS), established by Law No. 12.305/2010, focusing on the municipality of Guaratuba, Paraná. The qualitative study combines a bibliographic review and a case study, addressing instruments such as shared responsibility, reverse logistics, and the inclusion of waste pickers. The findings indicate progress in public awareness and selective waste collection, but also highlight structural limitations, especially in managing the increase in waste during the high tourist season. It concludes that, despite advances, the effectiveness of the PNRS depends on greater intergovernmental coordination, investment in infrastructure, technological innovation, and ongoing environmental education.
