Challenges to the management of electrical and electronic waste in compliance with legal requirements: study at a Federal Institution of Higher Education in the State of Rio de Janeiro

Federal Institutions of Higher Education (IFES) in Brazil find it very difficult to both manage and, particularly, dispose of electrical and electronic waste in their installations. This study proposes a qualitative analysis of the current model of electrical and electronic waste management in a IFES located in the Rio de Janeiro State aiming to provide an accurate diagnosis of situation. Methodology was based on technical and scientific literature related to solid waste management, in addition to legal and regulatory provisions applicable to IFES, notably the Brazilian National Solid Waste Policy (PNRS 12.305/2010) and Decree No. 5,940/2006. Results of the study include an academic analysis of the accumulation of electrical and electronic waste in the aforesaid IFES, and also its structural, normative and historical causes, highlighting the relevance of expanding the discussion regarding Law 12,305/2010, and the need to empower committees for treatment and management of the current management and disposal activities.Downloads
