Abstract

This paper addressed the issue of the dam and the river Macabu transposition, which constitute major water use conflicts and incompatibilities with the fundamentals of the National Water Resources - PNRH. According to Federal Law 9.433/97, which established the PNRH, management of water resources should provide the multiple use of water, prioritizing human supply, making the river basin as the unit of management and recognize water as a public good provided value economical. Due to demand pressures exist, such as the use of water from the Rio Macabu transposed to Macaé River Basin, many issues PNRH are not entirely considered, making it necessary, institutional solutions integration between watersheds, for example, the transfer of funds from charging for water use. Thus, are evaluated in this work, the interference that the dam and divert water caused the river basin Macabu; Basin Plans under construction and existing, and the participation of local government and civil society in the Watershed Committees was able to conclude that the River Basin Macabu not been adequately covered in water management.
