Abstract

This work analyzes the implementation process of the Macaé e das Ostras River Basin Committee as an instrument of the Rio de Janeiro State Water Resources Policy. It was found that the performance of the committee presents obstacles arising from the centralization of power by the state government, the uncertainty of legal and,institutional frameworks, and the predominance of more powerful interests in decision making. However, the Committee also presents great potential to constitute a forum for strengthening democracy and the autonomy of citizens.
