Dam and water diversion of the river Macabu: conflicts caused by water use and integration of the watersheds in water resources management

Abstract

This paper addresses issues related to the dam and the River Macabu diversion which present major conflicts of water use and incompatibilities with the principles of the National Water Resources Policy - PNRH. According to Federal Law No. 9,433 / 97, which established the PNRH, the management of water resources must provide multiple uses of water, prioritize human supply, consider the watershed as a management unit, and recognize water as a public good endowed with economic value. However, when we observe some specific cases related to the pressures of existing demands, as the case of water diversion of the River Macabu to the Macaé River Basin, many issues regarding the PNRH are not entirely considered, making it necessary to find institutional solutions for the integration between the watersheds, such as: transfer of resources from payments for water use;  implementation of projects of conservation and preservation of water sources; and establishment of partnerships that seek to resolve conflicts regarding the use of water resources. Thus, this work assesses the interference that the dam and the water diversion in Macabu River Basin; the Basin Plans under construction and the existing ones; and the participation of local government and civil society in the Watershed Committees. The objective is to assess possible changes in the current context of degradation of the Macabu Basin, as it was not adequately included in the water management.
