Analysis of the management process in the housing sector: the COHAB/ Acre case

This article is a synthesis of the master’s dissertation aiming at presenting the opportunities and difficulties found by the State of Acre Housing Department in the development, implementation and execution of a Management Model capable of modernizingthe Housing Sector, restructuring its organization and providing strategic actions to monitor engineering projects designed to reduce the housing deficit and include it in the formulation of the state’s public policies. The article discusses the simultaneous articulation of the Strategic Planning and Management, taking into consideration the proposals of a number of authors and experts in the area of strategic enterprise related to the formulation of public management, emphasizing the importance of historical housing records in Brazil. It is also worth mentioning the role of National Housing Bank (BNH) in the construction of a development policy for the sector as well reporting the difficulties found by COHAB nationwide. There are good perspectives for the companies with mixed economy to resume their social, economical and political role in local scenarios. Thus, a suggestion is made towards an strategic integration and alliance of the Housing Company of the State of Acre with municipal and state governments in order to intensify the participation and resume its role in the social and economical development of the region.Downloads
