Abstract

Discuss here the search for consensus on differences in the participatory process. Consensus involves reconciling opinions of various stakeholders: citizens, government and experts. In the same citizens group the divergence of opinions is big. We sought to examine the issue within the concepts of democracy and politics, coming at the word dissent, for which differences and conflicts are the basis of democratic practice. Conflict is exactly what capitalism tries to destroy. Identified the existence, in decision process, flexible and undeniable aspects that allow citizen participation, and the necessity for empowerment of citizens to develop autonomy and to be able to participate in decisions.
