This paper aims to address the framing of the political agenda that gave birth to the reform of professional education implemented through Decree 2208 of 1997. For that purpose, it is based on the division brought about by the article “The three cycles of Brazilian society”, by Bresser-Pereira, to justify how the process of building up and implementing public policies for professional education in the country took place. The liberal-dependent pact that prevailed during the 1980s and 1990s in Brazil and the capitalist productive restructuring which brought up the concept of flexibility in labor relations, and production processes, enables the understanding of the interest and influence of international organizations in drawing up public policies in Brazil in this field. The reasons, nature and effects of this policy are addressed here, as well as the directions that professional education has taken with the succession of a new government in 2003.Downloads
