Abstract

This article discusses the position of both government and society facing public health in Brazil, as of the Cholera epidemic that reached Campos dos Goytacazes in 1855, with the aim of demonstrating how philanthropy was an important obstacle to the universalization of social rights in the country. The analysis is focused on the presence of a philanthropic culture of long duration which, practiced on a large scale, involved the government and society in a complex exchange ratio of favor with the basic problems of the population. The role of institutions such as the Santas Casas de Misericórdia, central actors for the functioning of organized assistance in that culture is also examined.
