Democratic management of urban policy in municipalities of Santa Catarina

This article is part of a larger project investigating urban policy in municipalities in Santa Catarina, Brazil. Two main approaches were taken: (i) information on municipal councils and (ii) information on specific funds. The study examines 247 current Master Plans, corresponding to municipalities with legislation available in an accessible format, as well as the cities' websites. It demonstrates that, although most municipalities are already in their second review cycle since the City Statute (Brasil, 2001), there are still weaknesses in the transparency and effectiveness of the democratic management of master plans and urban policy. This research raises questions and research possibilities regarding the implementation, transparency, and evaluation of municipal urban actions.Downloads
