Abstract

This article aims to reflect on the relationship between poverty as one of the expressions of the "social issue" and its relation with the reasons that have led children and teenagers to institutional shelters. The discussion is based on data from the Brazilian Census of the population of children and teenagers sheltered in the municipality of Campos dos Goytacazes (Brazil).
